A programming language is what programmers use in order to instruct a computer on the steps required to achieve a particular task.
Like traditional/written languages, there are certain grammatical and semantic rules and if you don't follow them the computer wont know what you're trying to say.
Of course, even when you do follow the rules, the computer still doesn't understand what you want it to do, and simply follows the instructions you supplied to the letter - this disconnect being one of the many factors resulting in buggy software.
