CSS is the language used to tell the browser how a web page should look.
Older browsers only know a limited subset of CSS - and old versions of Microsoft's Internet Explorer are notoriously bad. If you use IE v8 or older, you will not always be seeing pages as they were intended to be seen.
CSS is an acronym for Cascading Style Sheets, a name which describes its benefits over previous (now defunct) stylesheet languages of being able to combine multiple styles and have the properties cascade (inherit), making it easier to work with.
